That looks like a metal L-bar which is holding up the bricks. Overall I would not caulk that because water will have nowhere to escape. Here is how water will likely travel: [LINK] Don't close off its escape route or else you're asking for trouble. Overall I do not see an accessible place to caulk which would prevent drafts. I would schedule a consultation with some window or energy companies to assess how to best seal your windows. They will likely point out problem areas and explain how they would fix them. If you do end up caulking things then make sure to use exterior paintable silicone and not that cheap acrylic stuff. The best bang for your buck is going to be to take off the interior

I am not a window expert but I think if I can replace the insulation part in my window it will greatly improve my windows performance, the question is how can I replace this part of my window because you notices its already worn out. I tried to follow this tutorial( [this video] ) but my insulation part is not even moving when I tried to push it. [LINK]

The wool pile weatherstripping in my patio door frame is disintegrating. The bristles are just falling off on contact. Parts of of it (most likely a section that deteriorated early) had previously been covered with a felt weatherstripping tape. I've looked at instructions for how to replace it on a window [this video] and they all rely on being able to access an end of the strip to slide out the old one and slide in a new one. That won't work for me because this is an aluminum door frame that cannot be disassembled. The tracks run all of the way to the ends. I have seen zipper pile [LINK] products that look like they would work in this situation. Is pile even the best solution in this situation?
