You don't reverse the direction mid-way, as this would involve cutting the bar tape. You basically have two options: Do as stated in your link [this video] and start with an outward direction. You'll end up the other way round as shown in your video, which means you'll have to cut the tape the "other way". Start with an inward rotation in order to finish the same way as shown in the video. Cool thing is, there are no limitations as there are no breaks. A few ideas: Go-naked carbonite : [LINK] Simple and pure (with an outward rotation at the start): [LINK] Fancy (see this video [LINK] for instructions): [LINK]

Adding bar tape to the bar-ends is certainly possible. What kind of tape you want to use is determined by your preference. There are both thin and thick types available. If the bars still feel to thin after applying a layer of tape you can try double-wrapping them. Drop bars are wrapped from the ends towards the stem, with the starting end of the tape tape tucked into the end of the bar, secured with the end-plug. You may have trouble getting thick tape into the end of the bar-end as they are of somewhat smaller diameter than drop bars. The other end is simply secured with tape. Direction of wrap is important, force from the hands tends to be downwards on the outside of the drops section of

Based on the Park Tool guide on how to wrap drop handlebars [this video] , the bottom of the handlebars should have the tapes installed with an outward direction and reversing directions when it's on its way to the top. The thing is, the guide is for drop handlebars with brakes/shifters in front. So I'm wondering, how does one reverse the tape direction if there are no brakes/shifters in front? Like say for a fixed gear where the brake is mounted on top of the bar?

I suppose you haven't taken a picture that would save you 1000 words... I believe the reason for putting electrical tape reversed is to prevent bar wrap unwinding should it get damaged. It is explained in this video from Park Tool on "How to Wrap Handlebars for Road Bikes" [this video] Personally, I'm using dual-sided adhesive tape for that (I will post a video on that some day).
