A solution is that first you make two material slots. Give one slot any other texture you want and the other slot the image texture you want to apply to a specific part of mesh. Then go to edit mode, select the parts of your mesh you wan't your material to appear on and then press apply after selcting the right material. You can use masking in a node based material or select the faces you want to have the specific material and press "assign" on the material tab (make sure the object contain multiples material) here is a quick tutorial: [this video] and here a quick unpolished test showing what you can achieve: [LINK] Here I used the knife tool to create the blue shape, it is not ideal as it could mess with the topology (there is a subdivision surface modifier on the object so the shape is more organic) so I would recommend using masking in node based texture.

[LINK] I am creating a hair asset for a video game to be used within a character creator menu. We want to have a second hair material which can be toggled on and off. Depending on which hair mesh this can be like highlights in the hair or partly gray hair, ect. I have very little experience with material nodes so let me explain the purpose of what I am doing first. We have an early version of this working in Unreal Engine 4 already with the experimenting we have done but for the most part is figured out. In the UV map I put all of the "second type" parts to the right and the rest of the hair on the left. My programmer then uses an image with solid red and green to key out the two parts. The
